When it comes to determining what circumstances if any I believe lost or mislaid property can be kept is hard. It heavily depends on the facts of the situation like how hard it will be to find the original owner and what the value of the item is. If I person found something of low value like a couple bucks and something that probably isn't sentimental. And the pros who found the property has made a significant effort to find the owner keeping the lost property might be okay. I think its important to look at every individual situation differently as they all have their own factors.
When It coms to what the individual item that was lost is and if it matters, I feel it definitely matters. The item that was lost entirely shapes wether a person might be ok in keeping it and how much effort they should put in to finding the owner. If the items was a relatively common item like pencil or a pen then a lot of effort really shouldn't be made in finding the owner since the value is so low and probably doesn't mean a ton to the owner. But if its items that are worth a lot or could hold a lot of sentimental value. Like a necklace or wedding ring or even a school backpack with a computer inside, then a significant effort should be made to locate the owner and the items should almost never be kept.
As for the finical need of the person who found the property, I don't think it should be taken into consideration in most circumstances. Regardless of one's finical situations the good thing to do if someone looses something is to return it to someone. Now If someone in a very difficulty finical situations finds a couple bucks on the ground or something like that then keeping it wouldn't probably be ok. But for anything other than that I would say no and most other things have significant value to the owner who would be distressed about not getting it back. My beliefs on this are not just because of the law but because of my own personal morals that if I find property it is not mine and should be returned no matte what.
