1. How has a local government manipulated one of Porter’s Five Forces in such a way that it increased its own balance of power? What were the circumstances? How specifically did this increase in power may affect a local government? How long that increase in power could last?
2. Growth and Flexibility are the two major types of strategic Options.
Does a local government seem to generally exercise one option in favor of the other? Does it seem to exercise both options relatively equally? Give at least one specific example of local government's exercise of a Growth or Flexibility option. How did exercising this option affect the profitability or positioning of the organization?
