Current political, economic, social, and cultural landscapes affect both the revenues and expenditures of an institution's budget environment. This discussion has two distinct parts.
Part One: Choose a single HE revenue source and explain what primary external factor seen today has the most negative impact on that revenue. Perform the same analysis of an HE expenditure of your choosing. Elaborate and fully support your analysis.
Part 2: Critique a peer's discussion regarding external landscapes. For the revenue and the expenditure identified by your peer, describe what change in the external landscape might transform the anticipated negative impact into a positive impact for that revenue and expenditure.

St. John, Daun-Barnett, and Moronski-Chapman describe several policies, major acts of legislation, and litigations that shaped higher education institutions as we know them today. The Morrill Land-Grant Acts, Higher Education Acts, Title V, Gratz v. Bollinger, Grutter v. Bollinger, and federal policies stand as examples of policies having the most impact upon the current state of higher education. Of those policies, which do you perceive has had the biggest impact (either positive or negative) upon students' access to higher education? Additionally, in your opinion, which policy has had the most influence in shaping how higher education institutions recruit and retain students from diverse backgrounds?
