Group 1 – Planning
Task 1 - Create a PowerPoint briefing with no more than 5 slides detailing the process, products, timing, players, and their interests involved in the Planning Phase of DoD’s PPBE system.
Task 2 - Compare and contrast the PPBE planning phase to strategic planning required by Section 230 of OMB Circular A-11 as found in this site - OMB Circular A-11 Section 230.
Task 3 - Answer the following –
- How is DoD’s planning phase resource-constrained? Should it be?
- Should DoD’s budgeteers be invited to participate in strategic planning?
- Are final plans produced in time to influence the DoD’s program/budget build?
- Is there a feedback loop from budget/programs/execution back into DoD’s plans? Should there be one?
