You will find the history of rule making within the link provided that highlight the changes to existing rules to improve or respond to challenges faced when enacting law.

Instructions:
- Summarize the intent of the Privacy Rule making that impacts healthcare professionals
- Identify and summarize at least two modifications to privacy rules
- Describe the reason or circumstance leading to the rule change
- Connect how these privacy rules are communicated and discharged when violations occur in your local context
