I agree with you that the use of EV(EU ) is a powerful tool of analysis if,as LJ Savage stated,you are dealing with well structured and well defined problems.These will generally be short run and at the micro level.However, Savage basically restricted this approach to exclude macro and long run decision making due to what he called the problem of vagueness(uncertainty).
You needed to have added a section to the paper that focused on the role of scenario analysis so as to deal with vagueness or uncertainty(-15)
