Create a single Excel file with automatic dropdown functionality that generates complete job descriptions for 22 positions across 6 departments (Medical Equipment Maintenance, HR, Sales, Secretarial, Finance, IT).
KEY REQUIREMENTS:
1. DROPDOWN FUNCTIONALITY:
- Dropdown list in both Arabic and English sheets
- Automatically updates job description when position is selected
- Must work instantly without manual setup
- VBA Macros acceptable if needed
2. BILINGUAL SYSTEM:
- Separate sheets for Arabic and English
- All 22 job positions in both languages
- Proper text alignment (RTL for Arabic, LTR for English)
3. COMPETENCY DICTIONARY:
- 24 behavioral competencies extracted from provided PDF
- 5 proficiency levels per competency
- Definitions and behavioral indicators for each level
