Overview
Spend half of the essay summarizing the reading--what is its argument and the support it provides for that argument--and half of the essay discussing what you think are the strengths of the argument and the weaknesses of the argument (notice that this is not asking whether you agree with what's being said--instead, you're being asked to assess how well the argument is made, where it is more convincing and where it is less convincing).
