- Context: Contact tracing emerged as a key tool in the struggle to bring the coronavirus pandemic under control. Traditionally, contact tracing has been conducted manually—human contact tracers talk to recently infected people, find out who they've come into contact with, and then reach out to those contacts. Given the scale of the present health crisis, however, many governments and public health agencies are turning to digital contact tracing apps to automate this process. On the one hand, such tools raise significant privacy concerns. On the other hand, many worry that the cost of not using them could be much worse. How should we resolve this tension?
- 1. What are the tradeoffs between the centralized, South Korean contact tracing app, and the de-centralized GAEN system, described in the Hsu article? Be specific when citing evidence from the Hsu article (Recall that no outside sources are permissible in this course).
- 2. Evaluate whether the centralized and decentralized tracing apps respect contextual integrity. How, according to Nissenbaum’s contextual integrity theory, should contact tracing data be treated? Do any of the present contact tracing services respect privacy as contextual integrity? (There is room for disagreement about this—explain carefully how you arrived at your conclusions.)
- 3. Could engineering techniques, such as anonymization and differential privacy, be used to strike a balance between people’s individual right to privacy and the broader social need for data sharing around contact tracing information? What are the strengths and weaknesses of each approach? (Be sure to watch the podcasts for clarification! Think this through carefully--are these two options even possible for real-time contact tracing?)
- Don't forget to write your total word count at the end!
