Identify, from the readings or your additional research, a reform Congress might establish by law, rules change, constitutional amendment or otherwise that would be effective in significantly reducing the levels of polarization affecting the country. Utilizing and referencing the readings (or other material), identify one key reform that you think might be realistically implemented and explain why you think it would be effective.
