Overview
The first memo will be focused on a specific policy issue. The goal of this assignment is to practice framing a policy problem and providing a detailed response to how you would “solve” the policy problem as you have defined it. This will build on our reading and discussion of how policy definition is crucial for your policy to get on the agenda, gain attention of decision makers and (hopefully) receive the support of financial resources from a public entity. You will want to think about your policy problem carefully and strategically. Trying to provide solutions for “climate change” will be unwieldy, but thinking about policy solutions to increase the use of wind farms in Rhode Island will likely yield better results and more impact.
