Overview
Consider the following fictitious situation.
For the past year, an Eastern European country called Moldova, formerly part of the Soviet Union, has descended into civil war between those who support the democratically-elected government against those who are opposed to the government. The democratically-elected government has ties to the United States, while the rebels possess links to a shadowy terrorist organization. Based on the United States' support for the government, the rebels have decided to target United States interests. In fact, the leader of the rebel group issued a warning that it would attack American cities to take revenge for the targeted killing of one of the group's leaders.
In response to the threat of a terrorist attack, the President of the United States issued a series of speeches in which he vilified citizens of Moldova and stated that citizens of Moldova who live in the United States might have ties with the shadowy terrorist organization. After that, the President of the United States directed agents of the Transportation Security Administration (TSA) to scrutinize all citizens of Moldova as they travel around the United States.
Resolved: To prevent a terrorist attack on the homeland, the officials of the United States, including agents of the TSA, should use enhanced profiling techniques against citizens of Moldova.
Part II:
In recent days, climate change has become a hot topic of debate. In your opinion, should climate change be considered a Homeland Security priority? Why or why not?
