How effective is the coordination among the various agencies within the Department of Homeland Security (DHS)?
The DHS was created as a result of the Homeland Security Act of 2002 and was officially inaugurated in March 2003. The DHS was given the responsibility of the lead federal agency in securing the country. Although at first glance this appears to have been a simple, straight-forward task, it was in reality very complicated, involving a matrix of programs and agencies. The creation of DHS was accomplished by reorganizing a number of departments in the federal government. More than 100 units and bureaus from other departments were transferred to the new DHS.
