The RBL is comprised of very smart wizards who live in the territory lying between that of the Northern Gnome Clan and the Eastern Troll Clan. The RBL is troubled mostly about the escalating nearby tensions as the gnomes wander into troll territory, which is followed by trolls whirling those gnomes in the air to get them out of troll territory. These gnomes were often disoriented and wandered into the RBL region. The RBL is hopeful that the Wingardium government will find a way to give the gnomes the same civil rights that the trolls enjoy so that the RBL will no longer be disturbed by the gnomes, disoriented by the trolls. Foxx, for the Eastern Troll Clan, disagrees with the RBL demand, and the Wingardium Supreme Court, in a unanimous decision, dismisses the RBL's motion.
