Guidance: In weeks 7 and 8 of TSDM you have developed an appreciation and understanding of
the complexities of the domestic policy making environment with a key focus on the roles of the
executive and legislative branches. You have also been exposed to the variety of external
influences (both domestic and international) that weigh on policymakers. For FA-2 you will use
what you have learned in these sessions to conduct an analysis of a case study involving a national
security policy decision.

FA-2 QUESTIONS:
- In the case of the Proliferation Security Initiative (PSI), which actors and factors were most influential in shaping the decision, which were sidelined, and why?
- In what ways does the PSI demonstrate the advantages and risks of bypassing traditional interagency processes and multilateral institutions?
- What does the PSI case suggest about how the United States balances unilateral action with coalition-building in national security policy?
