  1. Identify and justify a key organizational problem based on the data and literature.
  2. Use theory and research to explain what we know about the topic, why this is an important issue and what its potential antecedents and outcomes are.
  3. Propose a plan to further diagnose and understand the problem and its potential sources (what additional data or methods would you use? What stakeholders must be involved?).
  4.
