Overview
You will be examining the the second component of your policy brief, the historical underpinnings of the policy you are studying.
For this assignment, in 5 to 7 pages, you should discuss the following:
- the historical development of the policy you are examining
- who is the policy designed to include? who was it designed to exclude?
- what are the consequences of the policy intervention on a variety (read: MORE THAN 2) of marginalized groups.
For this component of your project, you should reference no fewer than 5 peer reviewed sources to substantiate your discussion. Remember, the purpose of this part of your project is to "set the stage" for the policy proposal that you are ultimately going to make.
You will be adding on and editing to the last paper.
